The Humane Movement of Canada: A "Pyramid of Compassion"

The Animal Welfare Foundation of Canada has always recognized the vital importance of national, provincial (or regional) and local societies whose objectives are to promote respect for all animal life, and to encourage the protection of animals against unnecessary pain, injury, suffering or death.

In Canada these organizations have traditionally been known as "Society for the Prevention of Cruelty to Animals" (S.P.C.A.) or as "Humane Society".  Recently, other names have been used to describe groups generally consisting of a small number of people committed to obtaining protection for animals against any activity which exposes animals to a specific form of exploitation.

The Animal Welfare Foundation has consistently advocated the concept of a national organization which would encourage and support Provincial organizations.  In turn, Provincial groups would organize, develop and support local groups.

In this way, every Canadian who is interested in protecting animals against cruelty can have the opportunity to become directly involved in this cause and can, directly or indirectly, make a contribution to the protection of animals at the local, provincial and national level.

In order to encourage and support this pyramid network of animal welfare organizations, the Animal Welfare Foundation of Canada has provided both direct field support, including operating advice and management expertise and financial support - particularly seed money - to form new groups and to assist these groups to survive and flourish during their formative years.  The Foundation, does not however fund local groups on a permanent basis.

In accordance with this objective the Animal Welfare Fo undation of Canada has supported financially and in other ways the following groups:
